During the 270 years since Gibraltar was ceded to Britain in
perpetuity underthe terms of the Treaty of Utrecht, she has become a firmly established British Dependent Territory with
Ler their own people, institutions and way of life. The 1969
Constitution granted a substantial measure of internal self-
government although of course the Governor retains some direct
foreign affans and responsibilities particularly in defence and security matters.
L The people of the Territory clearly wish to retain their links with Britain and the Government stand firmly by the assurances
about the future status of Gibraltar which are enshrined in
the preamble to the Territory's Constitution. These assurances
are as follows:-

Her Majesty's Government have given assurances to the
people of Gibraltar that Gibraltar will remain part of Her
Majesty's dominions unless and until an Act of Parliament
otherwise provides, and furthermore that Her Majesty's
Government will never enter into arrangements under which
the people of Gibraltar would pass under the sovereignty of
another state against their freely and democratically expressed
wishes.''

Like successive Governments over the past 15 years, this
Government has also continued to honour the principle of
supporting and sustaining Gibraltar in her attempts to achieve
economic and social self-sufficiency despite the difficulties
caused by restrictions on her communications with Spain. No
budgetary support is needed, but over the past five years or
so we have provided an average of some £3- £4 million per annum
for technical assistance and as capital aid in support of Gibraltar's development programmes. This level of support/is
scheduled to carry on for another three years.
