I have the following comments from Hong Kong's point

Draft Speech: On P.6, I think the section on citizenship needs a defensive passage explaining why British Citizenship has been extended to all Falkland Islanders. The last sentence of the existing defensive passage should refer to 'other dependent territories' rather than to Hong Kong. Finally, the discretionary registration clause in the BNA (section 4 - attached) does not only refer Cto Crown servants and you may wish to attach a copy

(b) D Background: On Note C, I think it should be mentioned
