PRIVATE MEMBER'S MOTION, 15 APRIL : DEPENDENT TERRITORIES

Your minute of 12 April refers.

I have the following comments from Hong Kong's point
Draft Speech: On P.6, I think the section on citizenship needs a defensive passage explaining why British Citizenship has been extended to all Falkland Islanders. The last sentence of the existing defensive passage should refer to 'other dependent territories' rather than to Hong Kong. Finally, the discretionary registration clause in the BNA (section 4 - attached) does not only refer Cto Crown servants and you may wish to attach a copy

(b) D Background: On Note C, I think it should be mentioned
that no report is made under Section 73(e) in respect

of Hong Kong. I do not think I have seen Note E
E before. While I do not disagree with it, I should
be grateful to know the source and if it has been
디
used publicly before: the last sentence is of course
particularly relevant to Hong Kong. On Note O, the
same comments apply to paragraph 5 as under (a) above.
I should be grateful to see Background Note F when you have received it from NTD.
