I attach two draft paragraphs which we should be grateful if you would included in the final version of Mr Onslow's speech.
3. The first is in substitution for your second paragraph under 'Citizenship', which had some technical inaccuracies and included points it seemed unnecessary to include for example, the reference to 'by descent' in line 5 and to the discretionary registration of Crown Servants. (the latter will rarely be invoked).

4. In our original contribution we amplified the statement that the BDTC provisions applied equally to all the dependencies by a reference to the Falkland Islands. You have omitted this. It seems to us that if the Minister is making the point that there is no distinction between the dependencies as far as BDTC is concerned, someone might well ask 'what about the Falklands?' If you do not want to refer to the Falklands in the set speech, might it not be wise to include a defensive supplementary note on the lines of the attached draft. We had also understood that FID would provide a line on why an exception was made in the case of the Falkland Islands.
