My minute of 13 April. I attach further material for the Minister to take account of the text of Mr Stanbrook's motion. This covers:

the defence of territorial integrity by force;
possible attempts to differentiate between Hong Kong and other Dependencies;
possibility of association of Dependencies with the UK on the French model.
WIAD are providing material on aid programmes (particularly St Helena, Tristan da Cuhna and Ascension Island) direct.

A background note outlining the problems raised by Mr Stanbrook's motion, with particular regard to the position this minute of Hong Kong, is also attached.
