I attach a revised draft text of a speech and background notes in reply to Mr Stanbrook. They are based upon information given by WIAD, SED, EAD, SPD, SAMD, FID, UND, HKGD, NTD.
Planning Staff and Legal Advisers agree with the draft.
3.
I understand that a decision has not yet been taken on
which Minister will reply to the Motion. A member of my
department is available if an oral briefing is required before
Friday. You may consider that it will be necessary for members
from NTD, SED and FID to attend also.
