DEPENDENCIES OF THE UNITED KINGDOM

To call attention to the problems of the dependencies of the United Kingdom, and to move, That this House affirms its concern for the well-being and security of all Her Majesty's subjects resident in British dependent territories; assures them of its support for their economic and constitutional development; asserts the paramountcy of their interests in all matters affecting their future; expresses its determination to defend their territrial integrity by force if necessary; and calls upon Her Majesty's Government to con- sider proposals for a closer permanent association with the United Kingdom for all such territories as do not desire or are precluded from seeking independence on their own
account.
LOCAL GOVERNMENT DEMOCRACY

To call attention to the case for strengthening local government democracy, and to move That this House deplores the policies of Her Majesty's Government which:
(a) have reduced the discretionary powers of democratically elected local authorities, for example with regard to providing and maintaining public transport and housing, and in the allocation of financial resources,
(b) have used local authorities increasingly as administrative extensions of the White-
ball machine, for example in operating the unified housing benefit scheme, and (c) have used local authorities as whipping boys for the Government's own unpopular objectives of cutting education and welfare services, reducing home helps and school meals and closing over 550 schools;
and calls upon the Government to reverse these trends and, mindful of the Conservative election pledge of October 1974 to abolish the rating system, to provide a new, buoyant system of financing modern local government.
