3. The Filipinos are parties with the UK to the multilateral Conventions which provide for extradition for hijacking (The Hague 1970), offences against safety of aviation (Montreal 1971) and crimes against internationally protected persons (New York 1973). These conventions
also apply to Hong Kong. But political offences are not Ye
extraditable under UK law except as provided for terrorist- type crimes in respect of the European Convention on the Suppression of Terrorism (Strasbourg 1977) and for genocide.

4. Under the Conventions we can avoid extraditing to unacceptable countries by prosecuting in our own courts for offences committed overseas.
The Home Office
Extradition Working Party (report to be published shortly) has advised against any wholesale relaxation of the political safeguard. The Strasbourg Convention is limited to Member States of the Council of Europe.
