(If the Filipinos raise this matter) UK policy and legislation on extradition is traditionally restrictive in protecting the interests of the fugitive with particular reference to political asylum and equality of treatment of all persons under UK jurisdiction. The introduction of bilateral extradition arrangements between the UK and the Philippines would need very careful consideration. We are not aware that there are fugitives in the UK in whose extradition the Philpine authorities are interested. It would be necessary to establish a basis of reciprocity in the legislative, judicial and penal fields as a prerequisite to considering a bilateral arrangement.

2. UK dependencies enter into extradition arrangements only by extension to them of a UK bilateral treaty with the country concerned.
