1. I attach a draft telegram setting out the information which the Home OfficeA2 (Mr M J Hill) will require in order to provide us with an assessment whether our Ministers should be advised to agree to the Governor signing the surrender order for these fugitives.
2. As I shall be away from tomorrow until 4 January I should be grateful if you could telephone any comments on the draft to Mr Glover before close of play tomorrow so that the telegram can be despatched.
