PRIORITY WHERE TWO OR MORE REQUESTS MADE (CLAUSE 12)
54. Clause 11 of the Scheme provides that a fugitive offender will not

returned while he is awaiting trial or serving sentence in the requested
country, and clease 12 provides the circumstances which will be taken in
account when requests are made for a fugitive offender from two or more
Commonwealth countries.

Professor Shearer notes these clauses appear to be working
satisfactorily.
