The offence was premeditated.

Although it would appear that the Prisoner was seeking

to avenge himself on a co-tenant he was reckless as to the danger to the lives and property of others. In the event he caused the death of the victim against whom he apparently had no

ill feelings.

More than one person could have been killed by the

Prisoner's action.

MITIGATING FACTORS

The Prisoner has no previous convictions.

Prior to the offence the Prisoner appears to have led an exemplary life, taking care of his aged parents and conducting a small business as a watch repairer.

Although the offence was premeditated it would appear

from the Social Enquiry Report that the Prisoner was in a state of great tension when he committed it.

RECOMMENDATION

14.

If His Excellency the Governor decides to commute the

death sentence I recommend that a sentence of twenty years be

imposed.
