On the morning of the 18th September 1980, the deceased HO Siu-tuen was seen to leave her apartment at approximately 9 a.m. leaving her husband and two children in the premises.

She was last seen alive by a neighbour at about 10 a.m. that

morning, apparently returning home after completing some shopping.

The deceased's husband gave evidence that he had left the apartment to attend work leaving two of the children aged 2 years and one year in the apartment.

The second deceased LEUNG Kim left her home at between

9 and 9.30 a.m. on the 18th day of September, arrived at the HO's

apartment at approximately 9.30 and was left in charge of the two young children.

A relative of the first deceased having unsuccessfully attempted to make contact with HO Siu-tuen, made enquiries of the first deceased's husband and then went to the premises where she found an older child of the first deceased and other relatives

at the door of the apartment. Soon after, the first deceased's husband also arrived and found the front door locked. Both deceased were subsequently found in separate rooms bound and with their throats cut. The first deceased's feet were bound and tied to a chest of drawers adjacent to a bed. Her hands were tied behind her back and there was evidence of her pubic hair having been shaved. The first deceased's two youngest children were found in the flat. One of them was in same room as the first deceased's body. The second deceased was also found with her hands bound behind her

back and her body covered with a sheet.

Subsequently a blood-stained chopper was located by a police officer in the room containing the first deceased's body. Post-mortem examination revealed that both deceased died from cut

wounds to the neck. A razor owned by the first deceased's husband was also found and cut pubic hairs were located in the vicinity of first deceased's body. Subsequent investigations revealed that the first deceased's pubic hair had been partially shaved. A box which had contained the razor was subsequently examined and a number of ridge impressions were taken from it. These were subsequently shown to be identical with sample finger prints provided by the petitioner.
