This memorandum seeks Members' advice on whether the death sentence passed on prisoner

should be commuted.
On 19 February 1982,
was convicted of the murder of CHU Chun-kwong and was sentenced to death. A copy of the trial Judge's report on the case is at Annex A.

On 2 June 1982, the Court of Appeal refused leave to the petitioner to appeal against his conviction.

His petition for clemency, made through the Director
of Legal Aid, is at Annex B.
