That Your Petitioner was convicted of "Murder" and was sentenced to death on 24th April, 1981. Now he is taking this opportunity to submit a petition to His Excellency for consideration. As Your Petitioner is poorly educated, he sincerely hopes that His Excellency would forgive him of any misuse of words or expressions. In the following paragraphs, Your Petitioner would relate to His Excellency his biography and the details of the case for consideration.

Your Petitioner is thirty years old. He was born in the town called Ping Hoi in the Guangdong Province on 16th March, 1952. His father died last year leaving behind his mother, brother and sister in Mainland China. In Hong Kong, Your Petitioner has two daughters, aged 7 and 5 and they are under the care of his relatives.

Your Petitioner graduated from primary school in 1964 and he then enrolled in a technical secondary school. It was during the period of the "Great Leap Forward" campaign and Your Petitioner's father was being classified as a "Capitalist". As a result, Your Petitioner was unable to enrol in the secondary school because the children of a capitalist were not allow to receive secondary education. So Your Petitioner had to find a job to support the family.

In 1967, during the "Cultural Revolution", Your Petitioner's father was being purged again and the family became isolated and helpless. On 30th October, 1967, Your Petitioner's father asked someone to help Your Petitioner to flee to Hong Kong. As he was a complete stranger, Your Petitioner lived at the restaurant where he worked. Due to his young age, he was persuaded to join a triad society but he has never been an active member for all these years nor did he participate in any triad activities. Your Petitioner had not committed any offence and he used to work in the restaurant in order to earn a living. In 1974, he had his own family.

In 1977, Your Petitioner had a hard time in supporting his family. At that time his wife was pregnant and was unable to work. The whole family had to depend on Your Petitioner's income which was unable to make ends weet. As a result, he committed an offence of "Attempted Robbery" and was sentenced to eighteen months imprisonment. This was his first offence after his arrival to Hong Kong. In that year of imprisonment, Your Petitioner realised the importance of one's family. family, especially his two daughters are part of his own life.

So

After discharge, Your Petitioner determined not to leave his daughters Lo matter what happened to him. He had also decided not to break the law anymore. Your Petitioner had worked diligently since his discharge and a year later, he had a decent job. Later, his friend introduced Your Petitioner to CHAK Wun-chun and both of them jointly opened an apartment house in Kowloon - "Washington Apartment House".
