Condemned

Report by Regional Secretary (HK and Kln)

Staff of CDO (KT) have interviewed Mr. LI Hing, kinsman of the condemned prisoner. Mr. Li strongly held the view that the victim had started the fight which led to his own death and it was therefore not fair to impose death sentence on the prisoner.

2.

Residents living in the Sau Mau Ping area, including Area Committee and MAC members, contacted by the same staff, held a different view and regarded the death sentence a fair punishment.

3.

Relatives of the victim have also been interviewed by staff of CDO (KC). The victim's parents, Mr. TONG King- wood and Madam TONG NG Hing, and his grandmother, Madam WONG Cho-ying, described the victim as a good and diligent person and impressed that the death sentence imposed on the prisoner should be executed or else it would be very unfair to the victim. They also described the prisoner as a very impulsive, stubborn and dangerous person and said they were afraid that the prisoner might take revenge after having served his sentence.

Mr. NG Hoi-kuen, the victim's uncle, however, regarded life imprisonment as an acceptable substitute for death sentence.

4.

Contacts have also been made with some people either working or living in the Ma Tau Wei area including MAC members and social workers. Most were in support of the death sentence. A minority felt, however, that death sentence might not be the most effective way to prevent murder cases since many of which they believed, were committed on an emotional basis.
