oral judgment, namely, the 16th July 1980, Your Petitioner requested aid from the Legal Aid Department

of Hong Kong in respect to his desire to appeal to

was informed of the Legal Aid Department's decision

not to assist further. On the 21st October 1980, Your

Petitioner's brother, Mr. Chan Kak Fun took the matter

up with the Unofficial Members of the Executive and

Legislative Councils (UMELCO) who are

a sort of

"ombudsman" in Hong Kong with their own administrative

department and secretary.

On the 21st November 1980,

the said brother was informed by the Administrative

Secretary that UMELCO are unable to help Your Petitioner

further in this matter.

THAT it became necessary to raise the

legal fees required from Your Petitioner's relatives,

friends and associates. This took several months.

Therefore this Petition has been presented with the

least possible delay, having regard to the above matters.

THAT Your Petitioner respectfully

submits that important questions arise which should

be finally determined by Her Majesty in Council and

that in the circumstances related above a grave injustice

has been done to your Petitioner.
