The document ref. DP 66/24-C, secretariat confidential circular n" 106/82, d.d. 5th. January 1982, signed by the secretary for the civil service Martin Rowlands, has reached us.
It makes clear that "known or suspect homosexuals" are going to be denied employment at any level or in any rank, and that a witch hunt is going to be organised against homosexuals already in the service.
We urge strongly that :
1) this circular should be withdrawn
2) serving officers who have fallen already victim to this circular should
be rehabilitated
3) recommendation 924 and resolution 756 of the Council of Europe should
be respected
4) the European Convention on Human Rights should be respected
5) a process of positive and correct acting should be set up.
We hope that you consider this circular as cruel and inhuman as we do and that you will indead be the first one to reject it.
