Your letter of 26th November to Ian Macpherson has been passed to me as Ian has moved to the City & New Territories Administration in the recent reorganisation exercise here. I have, however, passed on to him your thanks regarding your visit to Hong Kong.
I am sorry it has taken so long to reply but those concerned with the delay in despatching the MacLennan Reports have been away and it was therefore difficult to trace just where and why things went wrong. Quite simply the Section responsible for keeping and despatching publications like the MacLennan Report was being reorganised at the time your request was received. As a result the request was not processed and the system failed to ensure that you were at least informed of a delay. I can only offer our apologies.
