Af Sh Our Communications Operations Department have passed me your letter of 21 January about some missing copies of the MacLennan Report.
2. COD would not see the contents of items arriving by bag unless they were specifically addressed to that Department. So far as we can establish, the envelope was opened in HKGD.
3. As for the Reports themselves, we have no recollection of any instruction to pass copies to the Hong Kong Government Office in London. All but three copies (soft-cover versions) have been distributed within the FCO.
4. However, I will now send the three remaining copies to Miss Price in the HKGO Library which will, I hope, go some way towards rectifying the balance.
