Thank you for your letter of 24 November, informing me that Hong Kong is not a party to the European Convention on Human Rights.. That presuambly is the explanation of the report in today's Guardian that the secretary of the Hong Kong civil service is forbidding the employment of homosexuals in the service.
I trust that you will take steps to countermand this directive, which is contrary to the spirit of documents to which the British Government is party, and which also seems to pre-empt the findings of the current enquiry into the policy on homosexuality which should apply in Hong Kong.
It is also, of course, in clear contradiction of the rules which apply in the British Civil Service.
I shall be seeking to have the matter raised in the House of Commons, but thought that you might wish to have early warning of this so that you can beging to put this particular house into something like order.
