You asked for a short paragraph by close of play today on the policy regarding the employment of homosexuals in the DS/FCO for use in a background note for Ministers in connec- tion with two PQs on the subject of the employment of homosexuals in the Hong Kong Government Service.

To save time I have prepared the attached paragraph which I am also copying to Mr Brighty in POD and Mr Marshall in Security Department in case there is anything they wish to add. Securim Dept, of course, have a mayor infert & my draft is written purely from mi PPD view point.

I think it would be advisable to send Mr Hurd's Office
a side copy of any draft relies to PQs which you are preparing on this subject. Perhaps we could also have a copy.
