I have no reason to question what Hong Kong say about the laws of Hong Kong.

The circular concerns, in the case of both men and women, persons convicted of homosexual offences, and persons who have formally acknowledged being practising homosexuals. Whether lesbian, as well as male homosexuals, who fall into either of these two categories, should be excluded from the Hong Kong Civil Service is essentially a question of policy.
