'To ask the Lord Privy Seal, if he is satisfied with that the Hong Kong government secretariat confidential circular No 106/82 banning homosexuals from employment in public services in Hong Kong accords with the obligations of the Hong Kong government under Article 25(c) of the United Nations International Convention on Civil and Political Rights'.
The Hong Kong Government confidential circular and the relevant sections of the United Nations International Covenenant on Civil and Political Rights are attached. I also attach a copy of the reservations put down by HMG when it acceded to the Covenant in 1976. You will see from page 119 that HMG entered a reservation on behalf of Hong Kong in respect of Article 25(b) but not 25(c).
