What is particularly distressing about this circular is that the guidance it offers appears to have gained nothing from the widespread revelation of blackmail which emerged in the wake of the death of Inspector MacLennan. Had the Secretary for the Civil Service wished to create the perfect circumstances in which black- mail could flourish, he could not have done better than offer the particular guidance which he has circulated.

I appreciate that the administration of the civil service in Hong Kong is a matter for the Government of the colony. Nevertheless

I should be obliged if her Majesty's Government were to take what opportunities are available to it to express its concern about the nature of this guidance.
