Recommendation

I recommend that, in the Lord Privy Seal's absence overseas,
Mr Hurd reply on the lines of the attached draft.
Background and Argument
3.
The background to this issue is contained in my submission
of 2 March. The Lord Privy Seal accepted the reply I recommended
in that submission and we have since received the assurance we
64)sought from the Hong Kong Government their Telegram No 215.
