1. To provide additional information on the case of Ms Christine
Vertucci for a second meeting with the Rt Hon Denis Healey CH MBE MP.
Recommendation
2. I recommend that the Secretary of State speak to Mr Healey on
the lines of the attached speaking note, in strict confidence on
Privy Councillor terms.

3. The background to this case is in my submission of 15 June
together with Hong Kong Telegram Nos 72, 90 and 267.

4. The Secretary of State saw Mr Healey on 8 July and outlined
to him the reasons why Ms Vertucci's permission to stay in Hong Kong
had not been extended. Mr Healey, however, asked for additional
information. The Governor of Hong Kong has confirmed there is no
objection to the relevant information being passed to Mr Healey on
Privy Councillor terms.
