You will have seen my exchange of telegrams with Hong Kong on a complaint from Mr M W Hill, Director of the Science Reference Library and Vice-President of FID, complaining that Dr P Lazar, a Hungarian Council member of FID, had been refused a visa to enter Hong Kong to attend the FID Congress.

I attach copies of Mr Hill's letters of 29 and 30 July and a draft reply that I propose to send to Mr Hill. I would be grateful for any comments that you may have, if possible by close of play on 12 August.
