Thank you for your letter of 30 March to Lord Carrington about the case of Ms Vertucci.

Hong Kong's immigration policy is primarily a matter for the Hong Kong Government. It is not their practice to disclose to applicants the reasons for not extending periods of stay. However I can assure you that the Hong Kong Government's decision and reasons were carefully looked at when Ms Vertucci's petition to the Foreign and Commonwealth Secretary was considered. In addition Ms Vertucci has had a right of appeal to the Governor in Council.
