2. The third question, about the timing of the receipt of and
reply to Ms Vertucci's petition, may be intended to underline the
fact that Lord Carrington was away (in Africa) at the time and
did not see the petition until later. But it was considered by
Mr Atkins as Lord Privy Seal, who decided to uphold the decision
of the Governor in Council.
