Kong administration, and its relationship to your office and to the United Kingdom Parliament. In thier view the case demonstrated a secretive, arbitrary and unaccountable administration, resistant to social reform and the advance of human rights, and unduly concerned with pressure groups. I understand that the latter were kept under surveillance by the authorities through a Standing Commission, and that there is a presumption still that pressure groups may be used for subversion.

Both the Vertucci case and the general points which my colleagues put to me seem to me to be matters of legitimate concern, and I would be grateful for your own comments on them, before they are raised again in the House.

I would, however, wish also to take the opportunity to pass on good wishes to the new Governor of Hong Kong, and to hope that his term of office will advance the welfare of all the people of Hong Kong.
