Ms Vertucci's petition.
It is procedurally permissible for
decisions of this kind to be taken at Under-Secretary level on
the Secretary of State's behalf, but in Ms Vertucci's case her
petition was seen by Mr Atkins, who approved the decision.
It was subsequently also seen by Lord Carrington after his
return from the Middle East.
