remain in Hong Kong because of her campaign against the use of certain

chemicals in the Hong Kong electronics industry. Question 4 refers

specifically to chemicals used in Hong Kong but which have been

banned in the United Kingdom. We have been advised by the Health

and Safety Executive that no substances are banned in this country

exclusively for the electronics industry. There are, however, 4

which are totally banned and 4 which are banned for specific purposes.

There are no cases of these substances having been used in the Hong

Kong electronics industry.

7. Question 8 refers to the treatment of journalists under the

Helsinki Final Act. The relevant sections are attached. The Act

does not apply to Hong Kong and there is no system of journalistic

accreditation there. However, the terms of the Act are applied in

spirit. The Hong Kong Government take the view that Ms Vertucci is

as not a journalist. This we take to mean that she is not regarded

foreign correspondent (her work permit was issued for employment as

an assistant editor).
