Recommendation
I recommend that the decision of the Hong Kong Government
be upheld and that I write to Ms Vertucci on the lines of the
attached draft. The departmental Legal Counsellor concurs.

Ms Vertucci has submitted, through the Governor of Hong Kong.
a petition for 'the proper authorities in London' appealing
against the Hong Kong Government's decision not to allow her to
38) remain in Hong Kong paragraph 2 of Hong Kong Telegram No 189.
Since Ms Vertucci asked, at the behest of Mr Robert Parry MP,
for the Governor to convey the petition to the Secretary of
State within 24 it was telegraphed from Hong Kong.

Although the decision on a petition to the Secretary of
State can be made by an Assistant Under-Secretary, it is appro-
priate in this case for the Lord Privy Seal to see the papers in
view of his discussion on 24 February with Mr Robert Parry MP.
5. The Lord Privy Seal is familiar with the background.

No new information, which
might suggest that the Government's decision should not be upheld,
has come to light.
