FORMAT
Material should be prepared in accordance with Parts I IV, with Appendices, of the UN Standard Form (See Annex 22), Extensive use may be made of references to published reports or other returns to the UN in order to save work, but at least 8 copies of any published reports referred to in the transmission should accompany it.
FREQUENCY
Full and self-contained transmissions of information are required every third year (1981 being a "full" year). The reporting obligation for years other than "full" years may be discharged simply by submitting amendments to bring the last "full" report up to date.
INFORMATION ON THE PUBLIC SERVICE
The transmission should include information on the Territory's Public Service, which may be given on the following lines:
(a)
notes on local training facilities for the public services;
(b)
statistics showing the composition of the Public Service as between expatriate
and local officers; it is sufficient to show
the number of expatriate officers (pensionable and contract officers separately)
the number of local officers holding senior posts
the total number of local officers of all grades (excluding daily-paid staff);
there is no need to show occupational categories or to distinguish between HMOCS officers and others
(c)
any further information which can be provided about measures taken to increase the pace of "localisation".

The notes under (a) and (c) need not be detailed: a few sentences on each should suffice.

DEPENDENCIES
Transmissions should clearly indicate those instances where the information in the return also applies to dependencies of the Territory. Where appropriate, separate information on dependencies should be included.
DEADLINES
When drafting reports, Posts should bear in mind the importance of meeting the specified deadlines (See para 19.2.3 and Annex 23). Where Territories have competing deadlines to meet in order to fulfil the increasing number of requests from various other bodies, such as the UN Specialised Agencies, the Charter obligation to make the annual Article 73(e) transmission should be regarded as having priority. Given the inevitably critical nature of other sources available to the Secretariat, the material should be organised to present the picture positively.
