DELEGATED AUTHORITY TO APPROVE PROJECTS - CAPITAL AID

AND TECHNICAL CO-OPERATION

FDC No 171 sets out the levels at which financial authority is delegated to Heads of ODA Divisions and Departments and to Heads of Missions acting on the advice of Development Divisions. These levels have been reviewed to take account of inflation and the following delegations have now been agreed:

Delegations to Heads of Mission acting on the advice of Development Divisions (and in the case of the Caribbean Associated States, dependencies and the Caribbean states listed at (i)c. above, to the Head of BDDC in his own right) in respect of project aid are at the same levels as in paragraph (ii). The above delegations do not apply to Heads of Mission or to the Head of BDDC in respect of programme aid or TC.

Problems sometimes arise in connection with cost over-runs of projects near to a relevant delegation threshold. The authorities given for dealing with such cases and the procedure to be followed are specified in OP Vol III A 3.03.8. The thresholds noted in OP Vol III A 3.03.4 are now revised to £1,250,000 for all projects, whether capital aid, technical co-operation or those containing both elements, except for projects in:

a.

India, where it is £1,750,000; and

b.

Dominica, Grenada, St Lucia, St Vincent, Kiribati, Solomon Islands, Tuvalu, the Associated States and dependent territories, where it is £1,000,000.
