State before giving press, radio or television interviews, but, in important matters, should be strongly advised to do so. If necessary, the DT geographical Department should make the submission seeking permission on the OAG's behalf. In any event, the assistance of News Department should be obtained in making the arrangements.

17.8.2 An OAG or senior official of a DT may not be acquainted with the definitions for press briefings laid down for use in the FCO, and other procedures may be in use in his Territory. When an OAG or other senior official does give an interview or a press briefing in the UK, his attention should be drawn to the correct definitions for press briefings

"On the record" - For use as an attributable quotation

"Not for attribution" Material freely usable but source of information to be absolutely protected

"Not to be used" — Information for personal background benefit of correspondents concerted and not for publication in any form.

The OAG or official should be advised to state at the beginning of the interview its precise terms of reference.

17.9

LIAISON WITH BROADCASTING AUTHORITIES

All news enquiries from London offices of the BBC and IBA should be referred to News Department. When there is need for contact with British television or radio organisations on behalf of a DT, or about some activity related to a DT's affairs, reference should be made to DSP Volume 62 Chapter 2.

17.10

LIAISON WITH THE BRITISH COUNCIL

Cultural Relations Department is responsible for liaison with the British Council and for giving advice on cultural matters. OAGS of DTS should maintain close contact with local representatives, if any, of the British Council. DSP Volume 61 gives guidance on cultural

matters overseas.
