When requests for assistance are received from International or Regional Organisations (eg The Commonwealth Development Corporation) the appropriate Department of ODM should be consulted. FCO Departments should also be consulted in the case of certain International Organisations (eg UN Department).

15.7

INSURANCE

Matters relating to insurance in DTs should be referred to DT General Section and, particularly if legislation is involved, to the appropriate departmental legal adviser.

15.8

LOAN EXPENDITURE

Requests from grant-aided Territories to raise loans for development purposes require special care. The prior approval of the Secretary of State is required for borrowing, externally or internally, by the Government of the Territory, or by statutory authorities where their borrowing is guaranteed by the Government or may impose a contingent liability on the Government (see Annex 17 Appendix B para 8).

15.9 WRITE-OFFS

Requests from DTs for the write-off of losses of public money, stores etc or approval to abandon claims in excess of the OAG's authority should, if the Territory is in receipt of budgetary aid or if other forms of UK aid, or goods and services purchased from UK aid, are involved, be referred to Finance Department, ODM. In all other cases applications for write-off should be referred to Finance Department.
