13.6 SUPPLY OF PUBLICATIONS TO GOVERNMENTS AND LIBRARIES OF DTS
The Library does not supply publications or printed material to Governments or Libraries in DTs. Those Governments are not Diplomatic Service "Posts" and are not covered by FCO procedures (see DSP Volume 20 Chapter 5). DT Governments may, if they wish, obtain publications through the Crown Agents or through their own representative offices in London. The Library does, however, supply single copies of the "Year Book of the Commonwealth" and the Diplomatic Service List, as a matter of courtesy.

SUPPLY OF PRINTED REPORTS TO THE LIBRARY
DT geographical Departments receive from DT Governments from time to time printed (unclassified) reports and other papers. They should send a copy of such a paper (plus any spares) to the Library, and should indicate where the action copy is registered.

SUPPLY OF PUBLICATIONS PRODUCED BY DT GOVERNMENTS
Colonial Regulation 151 provides that Officers Administering the Government "shall send copies of laws, publications, etc to libraries, government departments in the United Kingdom, International Organisations and learned and other bodies as notified by the Secretary of State from time to time". All requests for such publications should be referred to the Librarian, who ensures that the requests are passed to the Governments of DTs and that they are properly coordinated and in line with any general policy laid down.

13.9.1
NEWSPAPERS AND PUBLICATIONS RECEIVED FROM DTS
Desk officers in DT geographical Departments should read regularly newspapers and publications received from the DTs, and pass on any material of exceptional interest to their Head of Department. They may arrange for the recording of material with departmental papers and for circulation to other interested Departments.
13.9.2 Periodicals and other publications should not be mutilated; if an extract is required it should be photocopied. Those periodicals and publications not currently required by Departments should be sent to the FCO Main Library. Any article thought to be of permanent value should be brought to the notice of the Librarian, who will arrange for a copy to be added to the
New spapers permanent stock of the Library. blications from DTs remain in the Library for a minimum period of two years. Those not already held by the British Library Newspaper Library at Colindale are passed to that Library, where they are permanently available for consultation.
13.10 FILES AND RECORDS
13.10.1 As the Governments of DTs are not DS "Posts" the procedures for the presentation of records given in DSP Volume 16 Chapter 10 are not applicable to them except in respect of Consular Records. The records of the former Colonial Office held by the Public Record Office became
