SCRIPTS OF PUBLICATION
An officer in the service of the Government of a DT who wishes to write and publish a book or article about a DT which contains "anything which may be reasonably regarded as of a political or administrative nature", is obliged by Colonial Regulation 48 to seek the permission of the Secretary of State or the Governor. (The latter may refer the script to the former.) A retired officer is not covered by the Regulation, but, under an accepted code of discretion, is expected to seek such permission or at least obtain an indication that there will be no objection to publication. Former Ministers of the Crown or retired British Civil Servants should consult the FCO before publication.
13.5.2 When scripts are submitted, Library and Records Department arranges for vetting and for submitting advice as to the attitude to be taken towards publication, particularly in respect of the use of official records and the application of the "30-year rule". When officers and ex-officers wish to write about present DTs, the DT geographical Department concerned and, if necessary, the Governor should be consulted. If the examination of the script is likely to take time, or for any reason must be deferred, the author should be courteously informed.
13.5.3
When any sensitive or objectionable passages have been identified, arrangements should be made with the Governor of the Territory, or with Library and Records Department, to interview the author to try to reach agreement on adjustments to the script.
