changes have already been settled by negotiation and publicly announced. Generally speaking, those who are not officials should not be shown drafts of the Instruments. When changes have been agreed with local political leaders, they should, as a rule, be allowed to see copies, but only if they specifically ask to do so.

If drafts are to be shown to local politicians, timing is a matter of considerable importance. It may be, and frequently will be, desirable to use the procedure given in para 8.5.2.
