4.10.1

STAFFING POLICY AND RESPONSIBILITIES

The DT Staffing Section has overall responsibility for questions of staffing policy which are of concern to all DTs. They exercise this responsibility in consultation with the Overseas Manpower and Consultancies Department (OMCD) of ODM and the DT geographical Departments.

4.10.2 The DT geographical Departments deal with any matters of staffing policy which relate only to a particular DT or group of Territories eg the report of a Salaries Commission. It does so in consultation with the DT Staffing Section and OMCD (ODM).

4.11

HMOCS ADVISER AND LIAISON OFFICER

The HMOCS Adviser and Liaison Officer is attached to the DT Staffing Section. He also works closely with OMCD (ODM) and the Personnel Services Executive of ODM. His function is to maintain contact with expatriate officers, especially members of HMOCS in DTs and to hold a watching brief for their interests. He also has a general interest in manpower and staffing questions in the DTs.

4.12.1

TERMS OF SERVICE

Questions of general policy are handled both by the DT Staffing Section and OMCD (ODM) in consultation with each other and with DT geographical Departments.

4.12.2 The responsibility for dealing with individual cases rests with the Personnel Services Executive

of ODM (but see para 4.13).

4.12.3

The DT Staffing Section need not normally be kept informed of cases other than those of Administrative Officers and Senior Legal and Judicial Officers.

4.12.4 Except in respect of Administrative Officers and Senior Legal and Judicial Officers, Personnel Services Executive CDM or the appropriate section of OMCD (ODM) may be consulted on detailed aspects and precedents, but they may not be able to advise in every case.

4.12.5 Cases relating to Administrative Officers and Senior Legal and Judicial Officers should be

referred to the DT Staffing Section.

4.12.6 The HMOCS Adviser and Liaison Officer should normally be consulted about expatriate

officers; he may also be consulted about local officers.

4.12.7 Questions relating to OSAS Supplementation or Benefits should be referred to OMCD (ODM).

4.12.8 Pension cases should be referred to Pensions Department ODM (see para 4.14).

4.12.9

Personnel Services Executive of ODM hold relevant personal files.
