promotion of some officer from another Territory. In such cases, there should be early consultation with either DT Staffing Section (for Administrative Officers) or the appropriate staffing Department of ODM with a view to preparing a "field" (see para 4.8). If so, the OAG concerned should be told at once that rival candidates to his nominee are to be considered.

Whenever an OAG reports a vacancy in accordance with Colonial Regulation 20 (para 4.2) and asks the Secretary of State to fill it, a "field" is immediately prepared and considered, following the procedure described in para 4.8.

The DT geographical Department carries out the initial action described in paras 4.7.5 and 4.7.6 and ask the ODM's Recruitment Executive to begin the procedure in para 4.8.

4.7.10 The Head of the appropriate DT geographical Department must be consulted as to the selection. If his views are not accepted, he may ask for the question to be put to a higher authority (see para 4.8.5).

The Head of the DT geographical Department dealing with the Territory where the officer to whom it is proposed to make an offer is serving, is responsible for ensuring that the procedure laid down in paras 4.8.2 and 4.9 is followed.

TRANSFERS : RESPONSIBILITIES

Whenever it is decided (see paras 4.7.5 and 4.7.6) that a vacancy should be filled by a transfer from outside the Territory concerned, the DT Staffing Section or Recruitment Executive ODM, as the case may be, sets the necessary procedure in hand. The procedure is similar for all appointments. A "field" of suitable officers, serving in any of the DTs is drawn up. The analysis of the field is carried out in consultation with all interested parties, eg the appointment of a Commissioner of Police requires consultation with the Overseas Police Adviser. The "fields" are gradually narrowed down to a short list of officers and in due course the staffing Department concerned makes a submission to higher authority (see para 4.8.5).

Analysis of the field includes not only comparisons of the relative suitability of officers for the appointment but also questions of acceptability and availability. It is advisable to consult OAGs early, and in advance of final submissions, about any officer or officers who might be offered transfer to their Territory or, even more important, about their willingness to release officers from their Territory, and on what replacement conditions.

So far as is consonant with para 4.8.2, the submission is not confined to the recommendation of one officer but should give the higher authority concerned (see para 4.8.5) a choice of officers for consideration, although a preference should be indicated. The views of the Advisers most closely concerned should always be included.

DT Staffing Section holds the files of Administrative Officers and Senior Legal and Judicial Officers and is responsible for collecting and analysing the fields and making the submission in respect of such Officers. For other officers this is done by the appropriate ODM Departments who hold the files.
