Commissions for OAGs are initially drafted in DT Staffing Section in consultation where necessary with the DT geographical Department. The document is submitted to Departmental Legal Advisers who, when they have examined it, pass it to Protocol and Conference Department who are responsible for its correct presentation and submission to The Queen. The Secretary of State's Private Secretary sends the Commission to The Queen's Private Secretary for the signature of The Queen. On receiving the Commission back from the Palace, the Secretary of State places his own signature to the Commission beneath that of The Queen. The Commission is then sent to DT Staffing Section.

ACTION BY THE DT GEOGRAPHICAL DEPARTMENTS ON THE APPOINTMENT

Departments arrange to provide a copy of the current Estimates of the OAG's Territory, a list of books and papers for preliminary reading and a copy of all Constitutional Instruments relevant to his Territory, as soon as the new OAG arrives in the UK.

They handle enquiries that are received as to whether the new OAG is willing to see the Press, and any enquiries received from various bodies and commercial concerns. They should ascertain the new OAG's wishes as to publicity and interviews. News Department must be kept informed about all arrangements, and also, if appropriate, the DT Staffing Section.

They are also responsible for arranging consultations with all other Departments concerned in the FCO or in Whitehall and with other organisations. A circular notice with FCO/Whitehall distribution is issued indicating the dates on which the OAG-designate would be available in a particular room in the FCO for consultation.

They must make sure that the new OAG has any Royal Instructions or directives. For drafting and preparation of Royal Instructions see Chapter 8.

They make arrangements for seeing the OAG off on departure for his Territory and for VIP facilities to be provided (if required), in consultation as necessary with Protocol and Conference Department. (See also Annex 7.)

ASSUMPTION OF DUTY

OAGs report by 1 1

ram when they have assumed the administration of the Government of their Territory and have taken the Oaths. If on any occasion there is delay in this report, enquiries should be made by the DT geographical Department. On return from leave or visits to the UK OAGS similarly report to the DT Staffing Section.
