announcement. (See para 3.7.1). It is normally advisable first to clear the contents and timing of the announcement with the OAGs of each of the Territories concerned. For Gibraltar, the announcement must also be cleared with the Ministry of Defence by News Department.

Further action of Appointment is shared between the DT Staffing Section and the DT geographical Department concerned. All matters directly related to the actual appointment, including conditions of service, and all formalities involving The Queen and the Palace are dealt with by the DT Staffing Section. Briefing arrangements, constitutional matters and the programming of consultation and calls are dealt with by the geographical Department concerned. Close liaison between Departments concerned is paramount but the main action to be taken by the various Departments is defined in paras 3.7 and 3.9.

ACTION BY THE DT ADMINISTRATIVE, LEGAL, AND JUDICIAL STAFFING SECTION ON THE APPOINTMENT

The Section (referred to in the remainder of this Volume as the DT Staffing Section) issues a notice of the appointment, on the same day as News Department informs the press, which is given FCO/Whitehall distribution. Copies are sent to the OAGs of other DTs, certain Ambassadors or High Commissioners who may be interested and, where appropriate, to the Development Division. A notice is also sent to international, commercial or philanthropic organisations which may have dealings with the Territory.

The Section, in consultation with the DT geographical Departments, informs Heads of Mission Section, POD in order that arrangements may be made for Governors and Commissioners to be received in Audience by The Queen. Some personal background details will be required for the Audience. Administrators are not received in Audience.

The Section, in consultation with DT geographical Departments, arranges to inform any other Departments of the FCO (or other Departments of State) which may have particular interests in respect of the DT to which the Governor is being sent, particularly in relation to Belize, Falkland Islands, Gibraltar and Hong Kong.

The Section, in consultation with DT geographical Departments, arranges to inform Security Department if the new OAG is a person appointed from outside the British or DT Public Service. Security Department are responsible for him signing a declaration in respect of the Official Secrets Act and also provide him with a general briefing on security.

The Section deals with the financial arrangements for the new OAG, eg allowances, passage arrangements, etc. They inform Finance Department of the name and address of the OAG's Bank or Agents so that arrangements can be made for the payment of any allowances. They will provide him with up-to-date information on Government House expenditure, furnishings, etc. They should be prepared to discuss the OAG's emoluments and other financial matters in more detail, together with the establishment he will have to maintain in the Territory, including the question of an ADC (see Chapter 4). Information supplied by the serving OAG about the expenses of the Governorship is maintained in the DT Staffing Section, and should be sent to the new OAG. If up-to-date information is not available, the retiring OAG is asked to supply a new statement directly to the new OAG with copies to the DT Staffing Section.
