1. We spoke yesterday about the Ms Vertucci case in Hong Kong of which you have copies of recent telegrams. As I explained, if we are called on to brief Ministers at short notice, should like to include in the briefing a background note on UK procedures in such cases, for comparison purposes. I accord- Aueche-ingly attach a draft for your comment (after you have consulted

the Home Office, as necessary). In particular I should be grateful if you could elaborate on the paragraph relating to

'Refusal of extension to stay

in particular whether reasons for a refusal have to be disclosed or are given. My information and material on this is sketchy.
