1ERING WITH LORD SIDEFIEND ON & DECEMBER 1902

As you know Lord Elton is to meet Lord Shepherd on 9 December at 11 am to discuss the position of a prominent Hong Kong businessman who wishes to be assured about his prospects of being granted British citizenship and of being given leave to remain should he wish to leave Hong Kong at some point in the future.

Lord Shepherd has told us that the person concerned was born in China but has lived in Hong Kong since the 1950s and holds a British passport issued in Hong Kong. He has substantial. funds overseas. Lord Shepherd has not indicated whether or not he is a member of the Governors's Legislative Council.

At Lord Shepherd's request, Lord Elton undertook to hand him at the meeting a concilliatory letter setting out in general terms the position should this person wish to come hero' and to apply for British citizenship. Lord Elton would wish the letter to deal also with the Prime Minister's undertaking, which Lord Shepherd mentioned, to consider some of the difficulties that have arisen on passports issued in Hong Kong.

I should be grateful if you would let me have a draft letter along these lines, I do not think Lord Elton will require briefing for the meeting or an official to be present.
