Please refer to Hong Kong telno 86. A meeting was held with the Guangdong authorities today 16 February to discuss the details of the repatriation. As on previous occasions, the effective leader of the Chinese delegation was Mr. XIE Dong Gui of the Guangdong Office for Reception and Resettlement of Indo-Chinese Refugees. The meeting

an amicable and business-like affair was held in Shenzhen Railway Station. Apart from some uncertainty on the Chinese side about how the 1100 or so refugees who had to be returned to Guangxi province should be handled, most of the details were settled in accordance with the precedent established during operation Salcott in July 1981. The operation will begin on 2 March and, depending on the precise arrangements for the Guangxi group, will be complete by 10 March or 12 March.

Your ever,

Richard
