Nationals of European Community Countries
The changes spell out more clearly the right of
EC nationals under the Treaty of Rome. The
requirement on EC nationals to registr with the
police in certain circumstances is to be
discontinued. The proposed changes were put to,
and approved by, the 'H' Committee.
Minor changes of a technical nature are also being made.
These are set out in the enclosure to Mr Whitelaw's lotter.
5. Apart from three minor points which raise questions
of compatibility with Community Law, and on which 700 sent
advisers are in direct contact with Home Office lel
advisers, we have no cause to demur at any of the
proposals. FCO concerns were taken fully into acc :-

point of view important aspect, the changed Pulest
preserve the position of certain Dependent Territories
belongers who, as the bearers of British passpo y e
here, have (despite their being subject to immed
control) established a right to readmission to the UK
