Businessmen, Self-Employed People and People of Independent
Means
The lower limit on the sum of money enabling an individual to qualify for settlement in these categories is to be raised from £100,000 to £150,000 capital, and on the alter- native (for people of independent means), from £10,000 to £15,000 in annual disposable income. In addition, a connexion with the UK will still have to be shown.
Nationals of European Community Countries
The changes spell out more clearly the right of EC nationals under the Treaty of Rome. The requirement on EC nationals to register with the police in certain circumstances is to be discontinued. The proposed changes were put to, and approved by, the 'H' Committee.
Minor changes of a technical nature are also being made. set out in the enclosure to Mr Whitelaw's letter.

These are
Apart from a few points which raise questions of compatibility with Community Law, and on which ECD(I) are in direct contact with the Home Office at official level (copy attached of Mr Paul's letter of 27 August to Mr Birt), we have no cause to demur at any of the proposals. FCO concerns were taken fully into account when the more contentious proposals were put to 'H' Committee.

6. On a more detailed, though from the Department's point of view

important aspect, the changed Rules preserve the position of certain Dependent Territories belongers who, as the beaters of British passports issued here, have (despite their being subjuru to immigration control) established a right to readmission to the de whenever they temporarily leave. This was of particnar importace in the case of Hong Kong.
