Introduction
On 10 November 1981, Members advised and the Governor ordered that resolutions should be introduced into the Legislative Council to extend the life of -
X
(a) section 18(3) and Parts VIIA and VIIB of
the Immigration Ordinance; and
(b)
sections 34A, 34B and 34C of the Merchant Shipping Ordinance,
for a further period of one year, i.e. up to 31 December 1982.

The two resolutions were passed by the Legislative Council on 25 November 1981.

The purpose of this memorandum is to seek Members' advice on whether
(a)
the provisions specified in paragraph 1 should be made permanent by the introduction into the Legislative Council of the Immigration (Amendment) (No 3) Bill 1982 at Annex A and the Merchant Shipping (Amendment) (No 2) Bill 1982 at Annex B;
or alternatively.
(b)
the life of the provisions specified in paragraph 1 should be extended for a further year by the introduction into the Legislative Council of the resolution under sections 18(4), 37M and 37T of the Immigration Ordinance at Annex C and the resolution under section 34D of the Merchant Shipping Ordinance at Annex D.
